The Constitution Avenue upgrade project will deliver a vibrant public open space and a sustainable, integrated transport network through the city that supports the ACT Government's commitment to urban renewal.

The final design plans for Constitution Avenue will also allow for the integration of light rail in the future.
In celebration of the Centenary of Canberra, the Australian Government gifted $42 million to the ACT Government for the upgrade of Constitution Avenue. The upgrade, between London Circuit and Anzac Parade, will provide major public transport, infrastructure and landscape improvements for the community.
Community consultation with adjoining owners and business operators as well as the general public was undertaken in 2012. Discussions with the owners and business operators are ongoing throughout the construction phase.
Works are currently focused on the reconstruction of the northern carriageway and verge, including paving and landscaping of the verge. Construction of the extension of Constitution Avenue to Vernon Circle will also be the focus of the next stage of works.
Construction is expected to be completed in mid-2016.
Connection of Constitution Avenue to Vernon Circle
The Territory has committed additional funds to this project which will complete the connection of Constitution Avenue between Knowles Place and Vernon Circle, including the signalisation of the intersection of Constitution Avenue and Vernon Circle. Landscaping and shared path connections between Constitution Avenue and Vernon Circle have been undertaken as part of the original upgrade project. The additional pavement construction and intersection signalisation will be carried out as part of the current contract. The following visualisation anticipates the completed approach towards Vernon Circle and City Hill from Knowles Place / London Circuit.

Parkes Way/ Allara Street Connection
A component of the Constitution Avenue upgrade project will provide a one way connection between Parkes Way and Allara Street, immediately east of the existing footbridge. This connection will provide access for eastbound Parkes Way traffic only to facilitate access to parking on Constitution Avenue, otherwise limited by the Constitution Avenue Upgrade design.

Civic Cycle Loop - Allara Street south (Constitution Avenue to Parkes Way footbridge)
The Civic Cycle Loop connects the two footbridges across Parkes Way via Marcus Clarke Street, Rudd Street, Bunda Street and Allara Street to open cycle access across the City for leisure and commuting purposes and access to the Lake Burley Griffin shared path.
The final leg of the Civic Cycle Loop project will be the construction of the Allara Street Segregated Cycleway (the southern leg between Constitution Avenue and the Parkes Way footbridge). Although not part of the Constitution Avenue Upgrade project, these works will complete the Civic Cycle Loop project as well as link the work on Constitution Avenue with the Parkes Way/Allara Street connection. Construction of the Allara Street Cycleway is anticipated in late 2016.

Construction activity has been scheduled to minimise traffic disruptions however delays are expected. A 40 kilometre speed limit will be in place during the construction phase. The reduced travel speed and restriction to one lane in each direction will have impacts across the broader road network. In particular access to Constitution Avenue from Parkes Way and Coranderrk Street will be impacted by the construction activity. Motorists are strongly advised to plan their travel and use alternative routes where possible. Roads ACT will work to modify traffic light sequences across the road network to minimise the disruption and on site traffic control will be in place.
ACTION buses operating along Constitution Avenue will be impacted by this construction activity and service delays may be experienced. Bus passengers are encouraged to make use of the NXTBUS system, available on the ACTION website, to keep track of the departure times for their bus service.
The ACT Government thanks the community for their support during the construction of the project and asks for their continued patience during the major stages of construction.
Temporary parking update
Constitution Avenue Upgrade temporary car park arrangements for Parkes section 3 (CIT Reid) and Civic Pool. The service road access to the Pool car park is temporarily unavailable due to the construction.

This plan shows the revised access arrangements for the car parks along Constitution Avenue, opposite the Reid CIT Campus to the Civic Pool, located between Allara and Coranderrk Streets while construction works on Constitution Avenue are undertaken. Access to this car park is available at the locations shown on Constitution Avenue for all users. Some reduction in spaces within the car park has occurred adjacent to Constitution Avenue due to the upgrade works.
The plan also provides revised access arrangements for the car park adjacent to the Civic Pool, located between Allara and Coranderrk Streets, whilst construction works on Constitution Avenue are underway. Access will be maintained to this car park at the existing locations on Allara Street
