Point-to-Point Speed Cameras

A Forward Design Study conducted by independent engineering consultants AECOM, released in September 2010, found that point-to-point cameras would be an effective and viable speed deterrent in the ACT.
Point-to-point cameras measure the average speed of a vehicle over a stretch of road and discourage drivers from the practice of speeding up and slowing down to avoid detection by conventional fixed safety cameras.
Point-to-point cameras work by taking time-stamped images of vehicles as they pass two detection points and calculating the average speed of those vehicles to determine if vehicles are exceeding the applicable speed limit.
In September 2010 the ACT Government announced that the ACT would proceed with the installation of point-to-point cameras, with the first location being on Hindmarsh Drive. The Government allocated $1.35 million for point-to-point cameras in the 2010-11 Budget.
The location of the first point-to-point cameras on Hindmarsh Drive was determined by an assessment of suitable sites taking into account safety and traffic factors. Hindmarsh Drive was the highest ranked site against these factors.
Variable message boards to warn motorists of their speed were installed from 14 October 2011 on both sides of Hindmarsh Drive, prior to the point-to-point cameras being used to issue infringement notices.
Following testing and certification this site has been operational from 27 February 2012. Infringement notices for speeding offences will be issued from that date.
The legislation that regulates the use of the cameras specifically limits the use of images taken and stored by the cameras. Images taken by the system are fully encrypted and cannot be accessed without proper authorisation. Images taken by the system cannot be altered.
Images that are not used for enforcement purposes will be deleted automatically after 14 days.
