Pedestrian and Cycling Main Routes Network
In mid 2009 Roads ACT engaged Cardno Eppell Olsen to undertake the second and major review of the 2007 Priority Report. The findings are presented in the Cycling & Pedestrian Network – Priority Infrastructure for Capital Works February 2011.
The main objectives of this review were:
- To review the 2007 report;
- To review and document cycle and pedestrian networks within each town centre;
- To review the Civic accessible path network for visually and mobility impaired persons and to develop an accessible path network in the other four town centres;
- To review and document cycle networks to the major employment centres at Fyshwick, Hume, Mitchell, Barton/Parkes and Canberra International Airport; and
- To undertake a consultation process to obtain public comment on the Revised Priority report, the prioritisation methodology adopted and the ranking of identified projects.
Network Master Plan
In 2003 the Department of Territory and Municipal Services in conjunction with the ACT Planning and Land Authority undertook a review of the trunk cycling and pedestrian infrastructure to update infrastructure planning within the ACT. The results are presented in the Ten Year Master Plan for Trunk Cycling & Walking Path Infrastructure 2004 – 2014 September 2004 report (the Master Plan) prepared by Brown Consulting (ACT) Pty Ltd.
A network of main routes was developed as part of the study and this was used as the base network to identify deficiencies and "missing links" relevant to the study. The works necessary to address the identified deficiencies were prioritised into a program of works to form a ten year master plan for the ongoing development of trunk cycling and pedestrian infrastructure in the ACT.

The study involved extensive consultation with stakeholders including the community and walking and cycling key stakeholder groups such as Pedal Power.
Priority of Works
The Master Plan’s prioritised works program has been further refined by Canberra’s Commuter Bicycle Network – A report on priorities for work August 2005 (the Priority Report) prepared for Roads ACT by McCann Property & Planning.
Roads ACT aims to review the Priority report every 2 to 3 years in consultation with key stakeholders. The first review was undertaken in 2007 by CB Richard Ellis (CBRE) for Roads ACT and the findings are presented in the Commuter Cycling Network - Priorities for Capital Works July 2007 (
PDF 3.6Mb ) report. This report should be read in conjunction with the August 2005 report.
The purpose of the CBRE review was to assess the success of the prioritisation methodology and to revisit the validity of the previously identified highest priority projects. The review provided the opportunity to reconsider priorities in light of changes in policy, road networks and demand that have occurred since the previous report. The review also investigated cycle connectivity in town centres and access to the new Stromlo Forest Park.

Funding
The implementation of the higher priority works may be undertaken through:
- TAMS’s annual capital works program;
- TAMS’s annual capital upgrades programs;
- TAMS’s annual road resealing and resurfacing program;
- ACT Planning and Land Authority’s capital works programs; and
- Land Development Agency projects.
On-Road Cycling Policy
The ACT Government remains committed to providing on-road cycle lanes on all new, upgraded or resurfaced arterial roads. This includes providing cycle lanes when routine maintenance works, which require new linemarking, are undertaken and the existing road width permits.
Where the road width is insufficient, the capital works programs will give priority to widening roads to facilitate the provision of cycle lanes on the main cycle routes identified in the Master Plan and Priority Report. This will occur in conjunction with the installation of new linemarking associated with the maintenance works to maximise the opportunity for reducing the cost of retrofit of facility.
